In Cheshire, many businesses do not participate in recycling because of the additional cost to them. Are there any creative solutions to this problem? Is there a way to incentivize recycling amongst the commercial community without adding additional costs? perhaps a tax rebate or grant?

Forgive me if I missed this in the first presentation but why wasn't the 2012 Report recommendation on a statewide registration program adopted? Why are 169 individual municipalities chasing this process?
