Someone asked me this: With SMART do you notice an increase in hoarding? They think people will store stuff in their house and then the town will have more of those problems to deal with.

PAYT programs have primarily been intended to divert trash to recycling in order to save money on disposal costs. However, costs for recycling are now as high or higher than trash disposal costs according to our disposal contractor and other towns we have contacted. Because the economic reason for recycling has virtually disappeared in the past few months, the additional cost and inconvenience to residents for PAYT is harder to justify. The projected reduction in overall waste/recycling generation rates are difficult to understand. Are there more examples that would help to explain this overall disposal decrease?
