I was going to say that the distressed municipality formula is somewhat problematic for a couple reasons: 1. it disadvantages communities that are economically diverse, where the effects of poverty may be the greatest (low income households with high rent) and

2. it does not align with federal definitions used in major funding programs such as under IIJA and IRA. Aligning definitions will make for more competitive grant applications and leveraging of state funds to access federal.
